Who are the people that give names for every code , functions and purposed in programming.?

example: SEO , SEM , HTTP, JAVA, OTHERS
Some are short forms of a particular term that describe the technology. They are often used so it became the "name". Some others are names which the author of the program came up with. The program became popular thus the name. Others are common terminology used across the computing field such that there is little to no confusion as to which technology a person is referring to.

The people who programme the software create the names for the various parts and functions. Later if that software becomes widely used, the name will probably become widespread.
